Sparks CPAs was hired by our HOA while my husband, a neighbor, and I were attending board meetings. At one meeting, only 2 of the 7 council members were present, and the President stated he did not want to hire Sparks until the matter could be brought before homeowners at the next Annual General Meeting in May. Despite that statement, Sparks was hired in March.That same month, our mortgage lender informed us that someone from Sparks had contacted them regarding a lien on our property. We have never had a problem paying legitimate obligations, but we have serious concerns regarding the authority and governance of this HOA after the previous association was revoked and the current one was formed.Over the past 25 years, we have watched money collected from homeowners while community property remains largely undeveloped despite representations otherwise. We have also reviewed meeting minutes that stated liens would not be assessed until an owner was three years delinquent. However, our property was liened for 2020, 2021, and 2022 assessments even though 2022 was only 12 days late, while other homeowners were reportedly treated differently.Before Sparks was hired, the board used Birch Bay Tax & Accounting. Various fees had already been added to our account, including attorney fees and recording costs. Three years after the lien was filed, Sparks added additional fees and recording charges that appeared to duplicate amounts we had already been billed. Rather than contacting us directly, Sparks contacted our lender again in August 2025, after being threatened they would foreclose, the lender paid the lien, resulting in an escrow shortage and increased mortgage payments. Claire just found another way to get more money.The board members stated at last year’s AGM, the dues wouldn’t be increased for awhile, after a previous board member had increased the dues $20.00 more for the past 3 years. She’s the same board member that states the board works voluntarily for Sunday Harbor Community Association, even though she signed checks to a previous Secretary for monthly services. She’s the same one that found Claire from Sparks, after BBT&A resigned.At this last AGM meeting Claire was there going over another increase in dues, even though street lights we pay for on county roads went down as well as the insurance for the community property has also went down.I have repeatedly provided documentation supporting my concerns, requested explanations of the additional fees, requested access to financial records, and asked for proof of current governing documents. My emails have largely gone unanswered, and my requests for records and explanations have not been addressed.In my opinion, transparency, accountability, and communication are essential when handling homeowners’ finances and property matters. Unfortunately, that has not been my experience with Sparks CPAs. Based on my experience, I cannot recommend their services.
